Brady C. Foster
Chief Executive Officer and Chief Strategy Officer

Mr. Foster has over 43 years of Department of Defense management experience in Acquisition Management involving audit, budget planning and execution, cost analysis and earned value management, facility management, and program control. Mr. Foster has a Bachelors Degree in Accounting from the University of Puget Sound, and a Master’s of Science Degree in Systems Management from the University of Southern California. Mr. Foster is a retired Air Force Officer. Prior to co-founding BCF Solutions, Inc., he was a Program Manager, a Division Manager, and a Vice President for several companies providing Acquisition Support to DoD and Federal Agencies.

chand Chand N. Gupta
President and Chief Operating Officer

Mr. Gupta is President and Chief Operating Officer and co-founder of BCF Solutions, Inc. (BCF). Mr. Gupta has over 31 years of progressive Department of Defense and Federal Agency management experience in mergers and acquisitions, finance, treasury, accounting, contracts, internal controls, human resources and general administration. 
Prior to BCF, Mr. Gupta was CFO of the Government Services Group (GSG), an entity within L-3 Communications, Inc., a large publicly traded corporation. As such, Mr. Gupta was responsible for all finance, accounting, contracts and purchasing matters.  Mr. Gupta is a Certified Public Accountant.  He has a Bachelors Degree in Commerce from Kurukshetra University, India; a Masters Degree in Commerce from Punjab University, Chandigarh, India; and an MBA Degree in Finance from George Mason University.

Franco DeAngelis
Chief Technology Officer

Mr. DeAngelis has over 30 years of experience and has worked in research and development, product engineering, program management, and business development. As the Chief Technology Officer (CTO), he is responsible for BCF’s product and technology roadmap as well as the product and system architecture. An integral part of our future growth, Mr. DeAngelis supports business development and proposals efforts. He not only leads product design and field engineering efforts, but has also authored a number of professional papers and holds several patents. He has been involved in a number of product developments including rocket guidance and control systems, 3D printing equipment, radar systems, high speed networking equipment, and currently, security and surveillance systems. He is also currently supporting security system design and installation for USAF and US Army contracts. Mr. DeAngelis holds a BSEE/MSEE from MIT with PhD studies at University of Colorado and George Mason University..


Jack Nebb   
Vice President and Director of Contracts

Dr. Jack Nebb has over 30 years of experience in leading major programs for the DoD, NASA and FAA in the areas of information systems, aerospace systems, aviation systems, integrated security systems, training and simulation, prototype and low-rate manufacturing, program management support and quality. Dr. Nebb has developed and executed strategic/business plans and has had P&L responsibility. Dr. Nebb holds a Ph.D. in Mathematics from the University of Kentucky. At BCF he is responsible for the following corporate functions: contracts, security, export control and quality.

Smart, William P

Bill Smart
Director of Defense and Space Division – Huntsville, AL

Bill joined BCF Solutions in Sep 2009 following a distinguished career as a Government civilian professional in weapon system acquisition.  His professional career spans over 39 years encompassing assignments with NASA, Defense Agency and Army project offices, Army commodity commands and Program Executive Office (PEO) staff organizations  Bill is a 1995 graduate of the Project Management Certification Program, University of Alabama-Huntsville and holds two Army Acquisition Corps Level III Certifications in Project Management and Business, Cost Estimating, & Financial Management.  He is a recipient of the DOD David Packard Excellence in Acquisition Award given to the Integrated Program Management Initiative Joint Team in 1998.  Inducted into the Military Order of Saint Barbara in 1998, his professional affiliations include being a founding member and Past President/Chapter Officer of the College of Performance Measurement, Huntsville, AL Chapter (formerly PMA), member of PMI, AIAA, and NDIA. Education: B.S.B.A. (Finance), University of Central Florida; M.S.M. (Acquisition Management & Contracting), Florida Institute of Technology.



Michael Cooper
Director of RedBlack Division – Hollywood, MD

Mr. Cooper has over 15 years of experience managing engineering and technical service projects, including product development and integration of many C4ISR systems into portable units, vehicles, and facilities for various Department of Defense and federal agencies. Mr. Cooper is a licensed Professional Engineer, registered Patent Attorney, and member of the Maryland Bar, as well as having achieved a Project Management Professional certification. Mr. Cooper has a Bachelors Degree in Mechanical Engineering from the University of Maryland at College Park and a Juris Doctor from the University of Maryland Law School.

Howard Borst
Director of S4 Tech Division – Sterling, VA

Mr. Howard Borst currently leads the BCF Integrated Security and Surveillance Solutions (IS3) Division. Mr. Borst is experienced in systems acquisition and product development in both the DoD and commercial industry. Howard led the acquisition, development, and fielding of multi-billion dollar weapon systems as well as implemented solutions that ensure the security of both private and DoD resources. Howard’s efforts in the DoD were responsible for the adoption of many “Leap-ahead” technologies for physical security such as ground surveillance radar, tactical unmanned air vehicles and remotely operated weapons. Howard is a DoD Certified Program and Test Manager. He has a BS from Loyola Marymount University and a Masters in Systems Management from the University of Southern California, and advanced education from the Wharton Business School.

spenser Spencer Curtis
Director of Triad Division – Arlington, Virginia; Director of BCF Solutions France; SARL, Aix-en-Provence, FranceMr. Curtis has developed and run professional services operations for over 25 years. His experience includes start-up firms, setup of foreign operations, responsibility for acquisitions/mergers as well as day-to-day operations. He has extensive background with large-scale project management including multi-national Financial Services programs, large petrochemical applications, and other government-funded capital projects. Mr. Curtis joined BCF in 2004 from Extraprise, Inc. After serving as the Triad Division Deputy Director for BCF, he was promoted to Division Director in January 2009. He received his Bachelor’s Degree from Texas A&M and his M.S. in Computer Science from the University of Oklahoma in 1991.
